OBJECTIVES OF THE PROGRAMME :
In collaboration with Member States, international Organizations, NGOs and other WHO programmes, to develop, coordinate and evaluate the Region’s need for development of well balanced health research systems aimed at achieving the optimum level of health in an integrated and equitable fashion.
To advise the national authorities on the research need and the development of health research programmes in support of national health system.
To promote research in order to provide evidence-based scientific information on new and evolving problems in health and technology.

Description of duties:
Under the overall supervision Director, Family Health and Research, the incumbent is responsible to:

- Plan and develop research promotion activities including conduct of research capacity building training workshops and evaluate research activities of the regional programme on the basis of the Regional Director’s priorities and policies and ensure close co-operation with other related programme areas.

- Ensure coordination and exchange of information on research with headquarters, other regional offices, health ministries, Medical/Health Research Councils other organizations, etc.

- Participate with national authorities, non-government organizations and international organizations to formulate regional and country health research programmes and to develop research plans and activities to implement programme activities of the department; advise the Regional Director on the identification of research priorities and action plans to meet the objectives of the Department’s programmes.

- Administer support to regional and country research activities by giving advice and guidance to consultants and colleagues and on the selection of supplies and equipment essential to conduct research.

- Mobilise extra-budgetary resources to meet the research programme needs which enhance the programme implementation.

- Promote and coordinate research activities of international, bilateral and voluntary agencies in the delivery of research programme, advise and assist national authorities in identifying research training needs and in organizing national and regional research educational activities.

- Promote the development of research programmes by encouraging the application of appropriate research methods, ensuring collection and distribution of research information, formulating protocols and scrutinising research proposals for funding, advising on relevance and technical aspects of their design.

- Exercise delegated authority to approve exceptions to the established methodology e.g., interpret the organization’s policy with respect to difficult and complex cases.

REQUIRED QUALIFICATIONS
Education:

Essential: Degree in medicine or other health-related subjects from a recognized university, preferably a doctoral degree or study which is equivalent to an advanced university degree.

Desirable: Training in management and/or Public Health and/or Public Health Administration.

Skills:

Essential: Thorough knowledge of the principles and practices of a wide range of research issues. Specialized knowledge of various research techniques to achieve the objectives of the Programme.

Desirable: Knowledge of WHO programmes and policies. Knowledge of the use of various computer softwares will be an asset.

Experience:
Extensive professional experience in the development and implementation of health research programmes at national level with at least five years of similar professional experience in a large international organization in research-related areas.

Languages:
Essential: Excellent knowledge of written and spoken English.
Desirable: Knowledge of other UN official languages.

Annual salary: (Net of tax)
US$ 79,537 at single rate
US$ 81,615 with primary dependants
Post Adjustment: 38.3 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
